STINKY! Who is responsible?

Cats found a way to get under rental property and made it their litter box. Crawlspace is practically inaccessible. Who is responsible for cleaning and getting rid of smell, tenant or landlord and what is a reasonable time frame for getting the job done. Is the crawlspace being inaccessible a reason for delay or not fixing the issue?
