Building bedrooms in basement

Hello, have a question. If I have 4 rental property with basement, can I turn those basement into 2 extra bedroom. So I have 3 bedroom house, I want to turn it in to 5 bedroom, 2 bath house. I want to rent it to section 8 for a 5 bedroom house voucher? Will section 8 allow bedroom in basement? Will section 8 count bedroom in basement as official bedroom?
