Fourplex common area flooring

I have a four plex with old carpet that needs to be redone, it’s mostly steps up and down. I live in the northern part of the country with long winter/wet seasons. What would you guys recommend for flooring? I want to keep it reasonably priced. Stair treads are outrageous. Also want to do something instead of the tile on the walls. Would vinyl plank or just some wall paneling be a better/cheaper option? Thanks ahead for responses!!
