anyone have any experience how making your tenants pay this ridiculously high bill more palatable/ efficient??

I would only shut off the meter in a vacant house , that way if you winterize the house and it freezes , it cant keep flowing . I just open the meter box and use a pair of vise grips to turn them off . ( I turn my house off at the street when we leave for the weekend in the winter ) You cant turn off the tenants water , but if you close the valve about 3/4 turn , you will slow down the flow , showers will not be pleasant .
