CMHA-Going on 6 months of them not processing RFTA

Hoping someone has some guidance on a CMHA situation we're in. Here's the backstory.

We purchased a property end of June with a CMHA tenant in place. I submitted the change of ownership packet & RFTA. Heard nothing back. Called and emailed several departments/people with every new person that finally replied sending me to a different person/department. This went on until November 13th when my file was finally assigned to someone. Then an inspection was scheduled for December 15th. Its now January 3rd and i have called and emailed and no one is responding regarding the inspection. And on top of that, i am being told that even though the tenant has been living in my unit since end of June, and all the paperwork was submitted SEVERAL times over the last 7 months (with a paper trail to prove it) that they will not pay any back rent.

Has anyone had it drag on this long and gotten back rent paid? We have another property with CMHA and havent had any of these issues. It seems like its just for new properties. The tenant has also called and emailed and no one is responding to her either.
