Notice to Vacate

I rented and apartment in Des Moines, IA for one year. Always paid ontime and finished my one year lease. Provided “Notice to Intent to Vacate” 40 days before moving out. Left everything in perfectly nice and clean shape.

Property manager is refusing to give me my security deposit. Everytime I email them, their response is that I have to fill in “notice of intent to terminate rental agreement”

Do you know if “notice of intent to terminate rental agreement” required if I already provided “Notice to intent to vacate”?

I appreciate your help in advance.
