I got a court date for my violation

I got violation describe as following ( I am on first floor of a condominium) I have no idea why I got it.

Anyone has idea what’s those violation about it?

§ 348-7Receptacles.

A.

The owner, agent, lessee, tenant or occupant of every dwelling or

other premises where refuse accumulates shall provide and keep on such

premises sufficient and suitable receptacles, with tight-fitting

covers, for receiving and holding the aforesaid refuse.

(1)

"Sufficient" is defined for the purpose of this section to be at least

one receptacle for each family unit or other occupant of premises and

at least two such receptacles for each restaurant, market, store or

similar business establishment where the aforesaid refuse shall

accumulate.

(2)

"Suitable" is defined for the purpose of this section to be a

watertight metal receptacle with a closely fitted cover so constructed

as to prevent spilling or leakage of its contents. Such receptacles

shall have not more than 30 gallons' capacity.

(3)

No person shall place out for collection any garbage in bags, boxes or

corrugated receptacles; all pasteboard or corrugated boxes and paper

when placed out for collection shall be collapsed and securely tied.

B.

Receptacles that are badly broken or otherwise fail to meet the

requirements of this section may be classed as refuse and collected

and disposed of as such by the person or agency responsible for the

collection of refuse. The Sanitary Inspector shall determine whether

the said receptacles are badly broken or otherwise fail to meet the

requirements of this section.

C.

Receptacles of refuse shall not be set out for collection, except

during hours of the day or days scheduled for collection of refuse, or

the evening before, and not before 8:00 p.m. of said evening.

D.

Receptacles shall be conveniently located on the premises for the

storage of refuse and maintained in such a manner as to prevent the

creation of a nuisance or a menace to public health.

E.

All refuse, garbage, combustible waste and noncombustible waste picked

up from any commercial enterprise by a private entity engaged in the

business of collecting and removing garbage from commercial

enterprises shall be completed on the day scheduled for pickup between

the hours of 12:00 midnight to 7:00 a.m.

F.

Every collector and salvager of refuse material shall conform to the

ordinances of the Town of West New York and the provisions of this

chapter. Any person who engages in the business of collecting and

removing garbage or other refuse who shall cause any refuse to spill

from its original container shall be responsible for immediately

cleaning up said spillage.
