NYC Property with eviction process started

I'm interested in buying an NYC building which is a legal conversion from 2 to 3 family. The walk in unit is occupied by a program tenant whose program expired. She applied for assistance, and the city is paying only $950/m (market rate for this unit would be approx $1600-$1800). The current landlord started the eviction process. They have a few cash offers for full ask contingent on the tenant being gone by March. There are two other units (one not occupied and one occupied with no lease). I'm not full cash so I think the only way I'd get the property is by taking the building as is with eviction in process. I'd like to hear from anyone who has had this experience and any advice on why or why not I should move forward with an offer.
