Utilities distribution for single family rental

Hello Bigger Pocket members, 

Any recommendation on how to approach when charging for utilities in single family house with an additional detached suite?. This is assuming different tenants on each unit (one for single family and one for the detached suite). Additionally, I am wondering if a best strategy to charge for utilities is to add an additional meter for the detached suite?
