How do you think about upgrading aging properties, rent growth, and opex savings?

I would love to get some perspective on how multifamily owners think about maintaining aging properties, rent growth, and savings on operating expenses. Please comment if you're open to chat! 

Currently working on a program starting in South Florida that can get multifamily owners between $5,000-$25,000+/unit in improvements in exchange for keeping rents stable for a few years.

The difficulty in not raising rents in Florida these days is the skyrocketing property insurance. I would need to assess the balance between the improvement incentive and the impact of not raising rents on cash flow.
