I'd send a plumber in to check for a leaking toilet or a leak somewhere in the main. $900 a month is way too high for a water bill.
Talk to the tenants and let them know something is up with the water usage as the bill is $900 a month. How long has the bill been this high and how long has the tenant been in there?
