San Diego "Request for Residential High Occupancy Permit" and Zoning Question

Hi there,

I'm looking at purchasing a rental property in San Diego in the RS-1-7 zone. What is the maximum occupancy for a home in this zone? I am considering a large home with 7+ bedrooms. I could owner occupy and rent to 6 tenants, rent out all 7 bedrooms, or rent to a single family. I found this permit request form: "Request for Residential High Occupancy Permit" (link "https://www.sandiego.gov/sites/default/files/legacy/development-services/pdf/industry/forms/ds020.pdf". Is it possible to get approved, what is the level of likelihood of approval, and if approved does this permit supersede any zoning limits related to maximum occupancy for the home?
