Is stupid for my tenant to ask this questions?

For a tenant who is living in one of unit of 50 units building in New York area. Everyone here knows if you want to park your bike you should rent a biking space on biking room.

He asked me: are we allowed to park bikes in the back courtyard area

I am like Isn’t common sense not to store anything on common area?

This is the same tenant who would negotiated for $5 rent difference in rent renewal.

Is there is way to reply to him : this is stupid questions without yelling actual word?

I am thinking of ignoring him. Am I over-react?
