Can my parents collect rent from a tenant when they don't own the home?

My parents live in a home under my name. There is another tenant, call him Bob, who lives in this home and pays rent. Is it legal for Bob to pay rent to my parents instead of to me? I would like to do this because it could increase my parents' taxable rental income and decrease my own taxable rental income.

If you as the owner are fine with it, then yes.  People sublet all the time and effectively this is what they will be doing.
