Tenant with Deposit/Rent Program Thoughts?

I have a qualified tenant that is looking to move into a property. She said she has a program that will fund the first months rent and security deposit. What are your thoughts on this? My thought is she won't treat the house as well because its not her money at risk. Then again, the deposit is still there to take if I need it. Thoughts?
