Breaker replacement haulting rental?

Hello everyone so I have a bit of an issue. 

Setting up my rental property but during the inspection it was found to have Federal Pacific circuit breaker which likely in Florida disqualifies it for insurance (obviously very bad).

Is the seller required to fix this? If not, can/should that be negotiated in the price? Speaking of price what is the estimated full total cost for a procedure like that?

Any advice would help. Thank you so much.
