Breaker replacement haulting rental?

Hello everyone so I have a bit of an issue. 

Setting up my rental property but during the inspection it was found to have Federal Pacific circuit breaker which likely in Florida disqualifies it for insurance (obviously very bad).

Is the seller required to fix this? If not, can/should that be negotiated in the price? Speaking of price what is the estimated full total cost for a procedure like that?

Any advice would help. Thank you so much.

It will definitely be tough to get insurance with that breaker. However, the seller is not required to fix anything unless he agreed to it in writing. Words don't mean anything. You could try to negotiate the price down and that's about all you can do. Show the report to some local electricians in your area. If you have to end up replacing all the wiring in the house, that will be an enormous headache and expense so you want to know that before the inspection period ends.

If you are located in south Florida, I can recommend an electrician for you. He has done several panels for me and even rewired part of my house.
