Renting to someone from out of state

Scenario: you have an applicant that is moving across the country and puts in an application to rent your house and you require 3x rent which is 85k a year. The applicant has a partner who brings in 45k and the applicant is also an RE investor whose investments bring in 20k a year cash flow after expenses, 65k total so far, 780 credit score, but doesn't have a job lined up. They say that companies won't give them an offer letter until they have an Austin address. He has a CDL class A.

20k short of the 3x rule but even a minimum wage job would put them over the edge and tax returns show that the applicant has made a little over 100k for the last two years running.

Would you still rent to this applicant?
