Union City Rent Control Hardship Increase

According to Union City's Rent Stabilization Ordinance of 2017, a rent increase is permitted as a "hardship increase" if annual operating expenses are greater than 75% of the total annual gross income. 

Subject to a number of constraints, and it sounds like it requires a substantial amount of documentation and some sort of hearing with the rent control board.

Have you applied for such an increase or know someone who has? Was it easy, simple, and straightforward? Or the opposite? Was the hearing contentious?
