Basement Rental Unit PG County, Maryland

Hi all!

My husband and I are considering turning the basement in our house into a long-term rental and I'm having a hard time finding a definitive answer about whether PG county allows them or not. The PG county website has the following language: "Basements or portions of basements shall not be used for bedrooms or as a habitable space unless authorized by the Enforcement Division of the Department of Permitting, Inspections and Enforcement." 

Does anyone have any experience with getting said authorization? What does it entail? 

Additionally, I found some zoning changes that were proposed in 2015 that would allow ADUs in the county but I can't seem to find any information about what passed and what didn't. Any and all insights are welcome.
