Tenant mowing lawn short, concerned will kill grass

I have a tenant who is renting a SFH. He agreed to hire a service to take care of mowing and weed eating. While over there on a maintenance call, I noticed it was really short. It is getting into the heat of summer and I am concerned he doesn't know about cutting too short and killing grass. He is from out west where it was all xeriscaping. I think it may also be to save money to have the service out less. He has mentioned in the past of asking the service to cut shorter to come out less frequently, and I mentioned with the grass in the yard you don't want to cut too short as it can kill it. In addition, he has a dog and if the grass is killed this summer it will become a big mud pit this fall, winter, and spring. Do I mention it needs to be cut taller (even if a little on the tall side I won't care). I'd rather it be cut less and be alive than completely killed. Or do I let them deal with this. Is this something that if I hadn't seen that I could charge when moved out. I would only charge if I need to get back in condition to when he moved in. Other thoughts?

Simply tell him that the grass is being cut too short and it will die in the heat of the summer.
