Tenant Navigating New Lease

Greeting BiggerPockets

I`m a tenant in PA (Chambersburg) who`s about to resign a lease but I have some concerns someone more experienced may be able to answer.

A few months back we had a water pipe burst in the living room. Pipe and Carpet were replaced by landlord as this was not the result of tenant neglect. Now the landlord has deducted from our security deposit, the cost of the plumber the service charge to come out and assess the pipe, as well as the price of their insurance deductible. Before signing the new lease, they want us to "replenish" the security deposit. Is this correct or are there other actions I should be taking.
