Replacing a vanity

Hi there :) Thank you in advance for your help.

The property has a 30" bathroom vanity that has deep scratches and stains on the cultured marble top and decent amounts of wear and tear on the body. The bathroom isn't ventilated, only a small window above the shower, so wood is rotted out on the shower side. The tenant has lived in the space for 12+ years - Who is responsible for replacing the vanity?
