Is it worth buying in the Union City considering how tenant friendly the city is?

Hello,

I saw a very nice, maintained six family building with a decent price in Union City but, I am hearing all these horror stories with rent control that I am questioning if it is worth investing in this city at all.  What is considered a normal rent control rent in UC? What is the percentage that you can raise the rent? I read somewhere 2% to 6%. Could anyone elaborate more on these issues?
