I purchased a home from a previous owner with tenants in place. I was never given a security deposit by previous owner and tenants have vacated the property. Who owes the security deposit?

You do. The Security Deposit is supposed to transfer with the sale of the property. However, if you didn't include it in your contract, then the seller could argue that he's not responsible for paying for it.

Your agent should have advised you of this. Talk to them and see if they will reach out to the Seller and ask for the money. If they refuse to pay it out to you, then you'll have to suck it up and eat the cost.
