Section 8 and Low income housing

Looking at buying a rental property in the City. The neighborhood sadly has man poor people and subsequently isn't the best neighborhood to live in. But that means the rental properties are cheap and abundant. I'm starting out after flipping a home in the country. I can't afford to buy rentals that are $100,000-400,000 so the city duplexes for $50,000-80,000 make more sense. 

If I were to buy one of these properties how would I go about getting section 8 renters? 

Also is it worth it? 

otherwise I'll have to save for 5 years to get a fourplex in a nicer neighborhood.

 VERY VERY SIMPLE, hire a PM co, let them handle The PM fee is meaningless,
