Is Philadelphia section 8 pay standards guaranteed?

So I have a 1 bed voucher and currently in process of trying to move into a 2 bed unit. I didn’t know it was a 2 bed til I got there but the landlord said it’s ok. We signed the RFTA (on which he put he wants $1250 for rent) and sent to section 8, they recently inspected and it passed. Next is negotiations but I’m worried because of the pay standards since he won’t be paid base off it being a 2 bed but off of me having a 1 bed voucher. It’s in 19124 so if they’re minimum is $935 for a 1 bed, is that EXACTLY what they’re going to offer him or will there possibly be a chance they can meet in the middle at maybe $1050-$1100?

Not to mention I have to pay utilities on top of that so I know section 8 will fact everything in. I’m just worried because my voucher expires on the 4th and we’re so “close” in the process, I’m just ready to move in already. 

Anybody who’s dealt with Philly housing authority can give me some insight? And sorry if this is the wrong place to post.
