Evictions in TRAVIS County.

I need some knowledge help!  This week I was doing some charity work helping out someone having a hard time making apartment rent.  I was talking to the apartment PM and was told this about the current eviction situation in Travis. county.  I have not been able to verify it and I and somewhat skeptical.  However this is what this PM is saying.

Travis County Only.

Initial Demand notification is 7 days.  However, after 7 days another demand letter has to be filed for 30 days, then you can go to the court to get a court date which is taking another 4 months.  So a dead beat tenant can still go almost 6 months without paying rent and nothing a property owner can do about it.  Sounds bogus to me but has anyone come across this in Travis County (especially in East Austin)??????
