Starting Lease on a Prorated Date

Hello,

Would it be fair if I where to charge a prorated amount for March 30th and 31st while also starting the lease on March 30th with a termination date of March 30th the following year on a 12-month lease?

Prorate the rent for two days of January, then a full month of rent is due on February 1. I take it a step further. If a tenant moves in during the last nine (9) days of the month, I make them pay the prorated rent for the current month and the first full month of rent before occupying. Why? Believe it or not, I've had tenants pay the prorated rent and then they were unable to come up with their first full month of rent less than 10 days later.
