Lead Safe Program for Cleveland rental properties?

Is anyone familiar with this Lead Safe Program for Cleveland? 

Our property management company for our duplex in Cleveland told us that "the city says that the property has to be lead compliant." Apparently there is a program called "Lead Safe Cleveland," and if we ever need to file an eviction, our property needs to be lead safe certified. 

Our PM company has quoted us $2,800 for Lead Testing!!

We purchased the property in September and are unsure of whether or not the previous landlord had it tested. Wanted to reach out to the BP community and see if anyone else has done this and how much it cost them before we fork up this much. Thanks!

$2,800 is VERY high for just testing.  If there are lead "repairs" that have to be made then it is possible that it could be $2,800.  Someone locally actually filed a lawsuit against the housing court that they could not require lead clearance for an eviction to proceed and they won that case.  So now you do not need lead clearance to process an eviction (check with your attorney to be sure on your specifics), some property managers may not be aware of this updated rule yet.  You do still need to get lead clearance testing completed though, the law is still on the books even now that it is not holding up evictions.
