Help! What type of contractor do I need?

We manage a property in north Denver which has some concrete drive-way and front porch/walk-way heaving and cracking going on. The issue appears to stem from a gutter which runs down the front side of the house and routes under the walk-way and basically disappears under the concrete. There does not appear to be anywhere for the water to go and we think this is causing the heaving. We've reached out to a couple of different concrete and drainage contractors but can't get any call backs. Perhaps we should be looking at a different type of contractor. Does anyone have suggetions on this? Thanks!

@Julie Hartman

Small site contractor can handle the drainage issue. It’s just tough finding people because everyone is very busy
