refund for 1st month of cochroach infested apartment new rental?
should a young couple coming to a new rental, get back their first month rent, because they ahvent been able to enjoy peace of settling into the apartment they organised from months befre becqause it has a severe coachroach infestation
i'm unsure why it wasnt treated befre they were due to move in or as soon as they arrived.
its now 3 weeks later
they have had to move around
couch surf
be in temporary housing
this has impacted them enormusly
shock distress
eggs in their clothing that need all to be washed
they couldnt settle immediately before starting demanding new jobs
their ability to start their new jobs
to study
and to sit exams
moving state and starting new jobs is hard enough exhausting enough without coming to a cochroach infested apartment and moving around until the prperty manager has it treated.
should they get back their first months rent as they havent been able to be settled in the housing that they had organised from months before
and the stress and damage and loss of income has been enormous.

Based on the point of view from which you write (as well as your account's post history), I think you are the tenant in question, correct?
I would say your landlord has a duty to immediately treat any *existing* infestation. When you did your move-in walkthrough, were their roach feces on the walls and in the cabinets/drawers or other signs of a pest problem? The way you describe it, if the place was being overrun, there would be lots of staining and there would be an odor.
There is a product, Advion, that I bought on Amazon several years ago and it worked very well. It will take a few weeks to work its way through a complete life cycle, and you will need to be very diligent about denying food sources (food crumbs, pet food, etc.), but it will work and you do not need to vacate the apartment to treat. Just be sure to place the bait where children/pets cannot be tempted to get into it. I placed mine inside cabinets and behind major appliances. It's a gel that you place on top of pieces of painter's tape (for easy removal).
Good luck.
