Of course it is legal. People write bad reviews of businesses all the time; you can do the same for your tenant. The bigger question is: where would you write it that it would hold any value? I think you're just wasting your time. Bad tenants know they've been bad and really don't care. If they see you ranting and raving, they're more likely to laugh that they pulled one over on you.
Let it go and move on.
