HOA Not Enforcing Trash Rules, Allowing Trash to Be Piled Up

Usually HOA's are headaches because of their overbearing requirements, but what do you do when the HOA isn't performing? We have a condo (really a townhome but run as a condo) where the other residents pile trash outside on a regular basis, not in cans (per HOA regulations), and the rats get into it and scatter it. It literally smells like a dumpster right in front of our condo. Further, the trash company the HOA uses routinely misses trash day for a variety of reasons, and when they do come they don't get all of the trash!

I've tried attending HOA meetings, sending pictures with multiple emails, etc. What else can I do to 1) Protect my investment and 2) Help my tenants have a decent place to live?
