Relocation fee in San Diego

I have some tenants I inherited when I bought the triplex in May. I have asked them to move out since it will be owner occupied and owe them a relocation fee of one months rent. When do I need to give them the money? Looks like they have decided to not pay rent this month, since they are supposed to move out end of august. But I was hoping to give them that relocation fee the day the moved out, along with their deposit. I provided 90 day notice in May.
