Section 8 HA non-payment of rent owing

Wondering if anyone's ever had a situation where Section 8 HA was behind on paying owed rent? (Tenant is up to date on her portion.) What did you do to get them to pay up?

Our PM has been leaving voice messages and emails for them but has been getting no response. PM's advice was to not renew the tenant's lease when it comes due but that doesn't address getting the money we're owed.

This is our 1st Section 8 rental.
