Buying 2 double wides, living in one and renting the other out.

I am thinking about buying 2 mobile homes that sit on 1.5 acres. Our plan is to live in one and rent out the other. Problem is my fiances sister is currently living in the rental. She is trustworthy and will more than likely pay rent on time. Problem is her mom and half sister live with her and are trash. I'm scared if we let them stay, when her little sister moves out (one who pays rent) that her trashy mom and half sister will stay and be a problem to get rid of. How would you recommend approaching this. I see this as an opportunity to kind of house hack, and eventually rent both units out. But her sisters mom has history of not paying rent and making police kick them out which seems to be a long process. Property is located in Virginia.
