Air conditioning for rental in ca

We just bought a house that we are Turning into a duplex and going to rent both units.  It is basically a 1 bedroom unit downstairs and a 3 bedroom unit upstairs.  The rental is in ventura ca and most places don’t have air conditioning it seems in Ventura.  We have to redo the hvac system to split it into two units and I am getting quotes that seem expensive but maybe that is just what it costs.  Basically if we put in just fau heaters it is about $8k each and if we want a/c it adds about $5-6k per unit.  the upstairs unit does get a little warm up there.  I’m just trying to figure out if renters are willing to pay more for A/C?  Should we invest in it for the upstairs unit?  Btw I also looked into ductless systems that have both heat and A/C but that basically costs around the same as the ducted heater plus A/C.  This is very new to me so thanks in advance for the help!
