How to resolve / remove potential dangerous tenants

I need help for a family member who is living in the 1st floor of his triplex. He was falsely led to believe his second floor tenant was a decent candidate. In actuality they are involved with after hours activities nothing short of gang related behaviors with multiple individuals frequenting all night long etc… I know some experienced investors here have handled similar issues. I’m concerned on his behalf and want to be sure there’s no retaliation of any sorts. Thoughts and opinions are welcome here. Thank you
