Is anyone surprised? I'm surprised that they've only found 1% are fraudulent so far. I suspect over 50% of all assistance applications are unnecessary and/or fraudulent. Such a waste of tax-payer money.

There is definitely more than 1%. Being raised in a lower income household, the people that surrounded us were all about "beating the system", now that I've grown and have my own family, I've realized they aren't "beating the system", it's fraud...period. 

The extent to which they go through to get around paying rent and pay bills is a job in itself...ridiculous.
