Do I need an AZ TPT (transaction privilege license) for a rental?

I'm planning to buy a single family residence home as my first rental in an incorporated area in Maricopa County, AZ area and it is not clear if I need this license as the state website references that it is needed if the property is in one of the cities listed.  It is not part of any of these cities which is why it seem unclear.
