New Tenant on Government Rental Assistance- Payment Delay

I recently accepted a tenant that is on a government rental assistance program through the county. Unfortunately, it's been over a month that he moved in and the program keeps giving me the run around and hasn't paid out as of yet. I'm pretty stressed out and I don't know what to do.... do I keep waiting for the payment or do I begin eviction? I have no idea!
