Locked out of Apartment... What to do now?!

The other night I got locked out of my apartment. I called my buildings emergency number which prompted me to call a separate number to report a lockout. I called said number and nobody picked up, it rang until voicemail but I couldn't even leave a voicemail because the mailbox was full!! I called three separate times and the same thing happened all three times. I ended up having to call a locksmith to get me into my apartment which cost $250! I feel like it is the responsibility of my building to reimburse me the locksmith cost because they didn't do their job. What should my next steps be. Also I should state that I live in a low income building so it is not like I can just throw around that kind of money here and there. Any advice would be greatly appreciated. Thank you!
