How to vacate inherited tenant?

We are purchasing a property where we will be inheriting a tenant who has lived there for 17 years without an increase in rent. Her current rate is at least several hundred dollars below market. She also pays no utilities and smokes in the property, which we will not allow.

Needless to say, we want to get her to move on ASAP.  What is the best way to handle this situation?
