How to Add Water Submetering Language to Lease

Hi I am looking to add water submeters to a multifamily property.  I am wondering how to include the right language in the lease.  Do I include it in the main lease and put the right language in the lease or do I say water is not included and provide a separate document they would need to sign prior to lease start.   I know they need to know up front so every is clear just looking for an example of one or thoughts.  Thank you for the help.
