Last Month /Pending Rental Assistance

So I have a renter issue and question for anyone knowing the process for rental assistance in CA.  

In October 2021 my renter couldn't pay rent, I offered to allow them to work (mistake) the rent off.  He and a friend (who also lived in house) did about 50 hours of work (didn't keep a time sheet) at a rate of $20 per hour.  The rent is 2150 per month. -1150

November they paid rent in full

December they paid 1000 for rent on the 15th -$1150

Didn't pay January at all -$2150

I gave them 3 day pay or quit on the 28th of Dec.  Along with invoices for missing labor credit from Oct.

Tenant left and house is vacant FEB 1st.  

They cleaned the house and did a decent job.  There is some damage on the floor from a pet and one of the kids rooms has some urine smell in the carpet, they tried hard to get out but it is still there.

We applied for rental assistance in December, and it still hasn't come through.

Today they called me for the final walkthrough, "and just wanted to make sure they get their deposit back".

If rental assistance comes through do I need to give them 2k for the deposit? They basically paid 3k since October.
