Looking to invest in Cleveland, OH ! What should I look out for ?

Hello,

I am in the Phoenix, AZ market looking to branch out to Cleveland, OH. Is there anything I should look out for ? 

I want to start fix n flipping, any state regulations I should look out for ? Is Cleveland strict with rehab permits ? 

Is it a flood zone area ? 



How about for rentals, anything I should look out for being a landlord ?

Makes total sense I have read it is a really rough city, but like any other city it has its class A cities. I have doing research and I have read that these neighborhoods are some of the top Lakewood and Ohio City. I also found this guide below that shows its grading.
