Number of tenants

I understand that HUD rules only allow for 2 people per bedroom but we have another consideration. Our neighborhood has small driveways that only fit 2 cars and the garages are "2-car" but most people only use it for 1 car at most. Our HOA does allow people to park their cars in the street. Can we limit the number of tenants based on their vehicle count? Otherwise we/they could be fined?
