Change to Owner-only utility billing

Our city has changed to owner-only utility services (water, sewer, stormwater, and solid waste removal) billing where all accounts are being converted from tenant to owner and will now be billed to the property owner. This transfers the responsibility for deposits, collection and payment of utility bills from the tenant to landlord. Delinquent service charges and penalties will now be billed in the name of and shall become the responsibility of the Landlord.
Utility billing cycles don't coincide with the 1st of month rent payment schedule and charges vary depending upon utilization. How have others changed their lease language and arranged utility bill collection?
