Installing EV Charger for Tenant

I have a tenant who has an electric vehicle. When she moved in, it was a small Mini Cooper--I gave her permission to use the outlet on the building (electric I pay for). I never saw a major change in my electric bill. Six month ago, she upgraded to a much larger electric jeep and my electric bill has been increasing since she got the car. She did not get the larger car approved so our original arrangement is going to change. Plus she's going to need to reimburse me for the difference in the electric bill. 

Does anyone have experience installing EV Chargers? If in Los Angeles, do you have an electrician you can recommend?

I saw that LADWP offers rebates. 

Any suggestions in relation to installing EV Chargers would be appreciated.
